This eerily reminds me of the Cabin Fever movie finale 
, but jokes aside - I guess the pipe water then would need to be set up as some kind of "bottomless" raw material. It's pretty odd requirement though and you might want to consider how this would affect analytics and financials.
These days water meters are quite advanced though, I'm not sure why there is no option to run the measurements for each batch...
